Determinant Factors of Success for the Village Information System in Providing Sustainable Services and Governance

Abstract: The Indonesian government is working to implement a digital transformation aimed at providing effective services and governance at both central and local levels, similar to other developing countries. A key strategy for achieving this digital government transformation at the local level involves the implementation of village information system, which are managed by village officials. The Ministry of Villages and Development of Disadvantaged Regions is developing a village information system to support these efforts, village laws, and the Sustainable Development Goals. However, the village information system encounters ongoing challenges, such as slow access speeds and ineffective response services. This study adopts a quantitative approach by using cross-sectional questionnaires that collected 426 valid responses. This study identified seven main factors that influence the success or failure of implementing a village information system: system quality, information quality, service quality, perceived usefulness, user satisfaction, trust, and net benefits. This study contributes to the literature by recognizing these factors within the DeLone and McLean Information System Success Model and TAM frameworks, which are still rarely addressed in e-government adoption studies, especially regarding village governments in developing countries. Data analysis revealed significant relationships system quality, information quality, and service quality significantly impact perceived usefulness. Information quality, service quality, trust, and perceived usefulness significantly impact user satisfaction, and perceived usefulness and satisfaction significantly affect net benefits. This research has practical implications for the successful adoption of the village information system as part of the ministry's efforts to improve services and overall governance.
